The $10,000 grant is not the source of all $750,000 in later PAC contributions. These records establish individual transfers; they do not establish earmarking, identical-dollar tracing or wrongdoing.

Read the numbers in context.

Cash and in-kind are different.

A cash contribution transfers money. In-kind support provides goods or services. Both may be reportable, but should remain separately identified.

A grant is not a campaign contribution.

Nonprofit grant schedules and campaign finance reports describe different transactions, legal entities and reporting periods.

A chain of transfers does not establish earmarking.

Separately documented payments can establish a funding path. They do not, without additional evidence, show that a particular upstream dollar funded a specific downstream activity.

A dated balance is not current cash.

Later receipts, expenditures, loans and adjustments can change a balance. Estimates must identify their assumptions and cutoff dates.

Campaign service providers

Payments can document a service relationship. A shared vendor alone does not demonstrate coordination or common control.
