The collaborative’s original 2024 Schedule I names these three recipients. These direct financial links are separate from shared leadership and from the PIC’s 2026 contributions.

Josh Kanter: an expressly documented bridge.

Utah Donor Collaborative’s published profile identifies Kanter as an Alliance for a Better Utah founder and a UDC board chair. Alliance for a Better Utah’s own history also names him as its founder. These sources establish a leadership connection; the undated profile does not certify every current office or show that he authorized particular PIC contributions.

A partnership the organizations describe themselves.

UDC’s partner account names Alliance for a Better Utah, Better Boundaries, Better Utah Institute, O2 Utah and Rural Utah Project. It describes a coordinated approach to political infrastructure. That is evidence of an expressly described partnership, not proof of control over every donor.

Four officers in the committee registration.

Ryan Bell → President

The PIC registration names Bell as president. Better Boundaries lists him on its organization and civic education foundation boards.

Elizabeth Rasmussen → General Manager

The PIC registration names Rasmussen as general manager. Better Boundaries lists her as executive director.

Katherine Wright → Secretary

The PIC registration uses this full name. A Katie Wright biography identifies UDC and Better Boundaries leadership roles; confirm the identity and dates before treating the nickname and current offices as fully resolved.

Andrea Himoff → Treasurer

The PIC registration names Himoff as treasurer. That is a specific filed role; it does not by itself establish additional organizational control.

Catherine Kanter’s Better Boundaries role.

Better Boundaries lists Catherine Kanter on its board and describes earlier executive-director and campaign-manager work. The organization’s biography supports those roles; it does not establish direction of the PIC’s national donors.

Follow the services as well as the cash.

The reviewed donor snapshot records $123,000 cash and $19,134.82 in-kind from UDC. Alliance for a Better Utah’s direct entry is $376.08 in-kind, described in saved transaction 1469817 as estimated staff compensation.

Separately, the Convention report contains a February 17 Democratic Policy Institute entry for $2,497.52. Its in-kind comment describes mailer printing and postage through Alliance for a Better Utah. This is a concrete operational connection. The receipt belongs to DPI and must not also be counted as a second direct Alliance for a Better Utah contribution.

What these records do—and don’t—establish.

They establish reported contributions, identified officers, organizational roles and stated partnerships. They do not establish that Kanter personally directed Fairness Project, Unite America, NEA or all other donors, or that lawful contributions constitute misconduct.

Further reporting should examine decision-making records, contracts, current board filings, originating donor disclosures and relevant responses. This review draft is under editorial review.

New • A shared national grantmaker

Four grants. A clearer view of the web.

Sixteen Thirty Fund’s 2024 return lists $1,225,000 to Fairness Project, $42,500 to Utah Donor Collaborative, $25,000 to Utahns for Responsive Government (Better Boundaries), and $20,000 to Alliance for a Better Utah. These organizations also appear as cash or in-kind contributors in the PIC’s 2026 records. Different years and transfers do not establish that the same dollars flowed through.

Political alignment • Organizational source

Alliance for a Better Utah is part of a progressive network.

Its own About page says its vision includes progressive political change and identifies it as an affiliate of ProgressNow, a national progressive advocacy organization. This is a documented organizational affiliation; it is not a separately established payment or evidence of common control over every organization in the funding web.
